Mr. B. Alexander Y. Blackie hails from Lofa County, Republic of Liberia. He is Nurse-Mental Health Clinician with over 14 years of work experience in Nursing, Mental Health, and Advocacy for People Living with mental Health Disorders. Mr. Blackie educational background include professional nursing from the Cuttington University (2009) and Advance Mental Health Clinician from the Carter Center Post-Basis Mental Health Clinician Training Program, Tubman National Institute of Medical Arts (2012). Mr. Blackie has served in many positions including teaching at the Winifred J. Harley College of Health Sciences, Liberia Dujah Association, Greater Vision College of Health Sciences and the Bomi Community College Psychosocial Consultant, BRAC-Liberia Post-Ebola Psychosocial Project Clinical Supervisor, Training Coordinator, and Workforce Development Officer, Carter Center Mental Health Program. He has been instrumental in the development of mental of mental health policy, developing healthcare workers in Liberia. With this, he has been planning and facilitating mhGAP Trainings for Mid-Level Health Workers across Liberia, providing post-Ebola Psychosocial Support for victims and caregivers and planning and implementing continuing education for other Mental Health Clinicians in Liberia. He has also provided Crisis Intervention Team Training (CIT) for the Liberia National Police, Liberia Immigration Services (LIS) and the Liberia Bureau of Corrections. Mr. Blackie is a member of the Liberian Nursing Association and a founding member of the Liberia Association of Mental Health Professionals (LAHMP). Mr. Blackie is passionate of being among the many professionals who are providing services to improve mental health in Liberia and across the world.


Jarbo T. Doyen, PA, BSC, Master candidate in Psychiatric Mental Health





Jarbo T. Doyen is a Liberian Physician Assistant, with bachelor’s degree in health sciences a master candidate in advanced Clinical Practice in Psychiatric Mental Health with a passion for serving both in the emergency room and in community health education. As a Physician Assistant at the 14 Military Hospital Emergency Room, he plays a vital role in providing urgent medical care to patients in critical conditions such as taking patients’ history, assessment, ordering of laboratory investigations, diagnose, treatment, discharge of patient, give health talk and counseling He is the Executive Director of Rebirth Liberia Incorporation, a Non-Profit Organization that is engaged in health awareness, especially on the negative effects of drugs and substance abuse. He leads initiatives aimed at educating young men and women about the harmful effects of drug and substance abuse, fostering resilience and vitality within society. In his capacity as an Executive Director, he spearheads the mission of Rebirth Liberia Incorporation with vigor and dedication. He formulates strategic plans, develops educational programs, and collaborates with local communities and stakeholders to raise awareness about the dangers of substance abuse. Through innovative outreach initiatives and engaging campaigns, he strives to empower young individuals to make informed choices and lead healthy, drug-free lives. Throughout his career, he has made significant contributions to both healthcare delivery and community development. In the emergency room, he has consistently demonstrated exceptional clinical skills and a compassionate approach to patient care, earning him the respect and admiration of colleagues and patients alike. As an advocate for public health, he has led numerous initiatives to combat drug and substance abuse among youth in Liberia. Under his leadership, Rebirth Liberia Incorporation has reached hundreds of individuals through educational workshops, awareness campaigns, and outreach programs, instilling knowledge and fostering positive behavioral changes within communities. Looking ahead, he remains committed to advancing healthcare excellence and promoting societal well-being. In his role as a Physician Assistant, he aspires to continue providing high-quality emergency medical care, while also exploring opportunities for professional growth and specialization in critical care medicine. Moreover, as the Executive Director of Rebirth Liberia Incorporation, his envisions expanding the organization's reach and impact, scaling up initiatives to address emerging health challenges and empower vulnerable populations. Kolee Gboyo, BSN, RN, MHC





Mr. Gboyo is a Liberian health professional with a BSc degree in Professional Nursing. He also holds a Post Basic certificate in Mental Health (Psychiatric Nursing), an advanced certificate in Project Management, and a WHO Certificate in Health Financing Policy for Universal Health Coverage. He has nine years of experience in clinical practice, community work, and project management. Currently, Mr. Gboyo is an MSc student at the United Modelist University, studying Advanced Practice in Psychiatric Mental Health. He also serves as an instructor and Acting Head of the Department of Mental Health at the Phebe-Esther Bacon College of Health Sciences. Mr. Gboyo is passionate about research and ensuring that health services are accessible to the poorest without any form of discrimination.



Mandella King, PA, BSc MSc Candidate Advanced Practice in Psychiatric of Mental Health and Health Sciences





Mr. King is a disease surveillance officer, and Licensed Physician with several years of experience in clinical, teaching, mentoring experiences. I also possess experience in research, public speaking coaching, social counselling, life coaching for marginalized groups and conflict resolution. His work is focused on all sectors of the society. Mandella King is a Master of Science candidate in advanced clinical practice in psychiatric of mental health, Bachelor of Science in health sciences, diploma in physician assistant and several certifications including Emergency oxygen training for COVID-19 emergency triage, assessment, and treatment (ETAT) plus primary trauma care nonoperative fracture management covid-19 eLearning course and diagnostic research. He is an employee at the St. Joseph’s Catholic Hospital, faculty member of Maretha College of Health Sciences and co-founder and program director at Rebirth Liberia focus in community awareness on effect of drug and substance abuse, awareness, career path education and leadership. He is also a disease surveillance officer focusing on detecting and reporting diseases and containing the spread of said disease. As a physician assistant, Mr. King diagnose and treat diseases (excluding surgical exploration), promote positive health outcomes, provide patients health education, promote maternal and child health, promote female sexual and reproductive health firsthand counselling and referral. He is a faculty member at Maretha College of professional studies involved with teaching and mentoring future health workers in anatomy and physiology and emergency health disaster preparedness. He is also the program director at Rebirth Liberia involved in designing and implement programs. His passion is to use a community based and stakeholder approaches and advocate especially for the psychological well-being of the poor, powerless, marginalize groups while promoting empowerment, capacity building, and positive health outcomes using community based participatory approaches.


Rosetta Morris Freeman, RN, BSc





I am Mrs. Rosetta Morris Freeman, a Liberian national and a licensed Registered Nurse. Currently, I am pursuing master’s degree in advanced Psychiatric Mental Health at the United Methodist University. My educational background includes a Bachelor of Science degree in post-basic Health Sciences. I am currently working at St. Joseph Catholic Hospital and have served in various capacities as a bedside nurse for the past eight years. Outstandingly, for five years, I have worked in the Emergency department. As an emergency nurse, I managed emergency care responses and provided crucial COVID-19 crisis treatment and support to individuals and communities affected by the outbreak. For this, the hospital awarded me Outstanding Performance in 2021. My career journey reflects a dedication to improving mental health services, particularly in times of crisis, and a commitment to academic and professional growth.



Mrs. Klubo F. Mulbah, Master Candidate, BSc Physician Assistant/Mental Health Clinician





Mrs. Klubo F. Mulbah is a Liberian Physician Assistant with over 20 years of clinical working experience, and I also have 12 years of working experience as a Mental Health Clinician. Mrs. Mulbah holds a bachelor’s degree in health science and is a Candidate for a master’s degree in Psychiatric Mental Health. She also has a Diploma as a Physician Assistant and certificates in Substance Recovery. Presently, she works with JFK/ES Grant Mental Hospital as an Out-Patients Clinic Coordinator and SOS Health Center as a Physician Assistant. she is passionate about the ordinary well-being of Liberian people living with Mental Disorders.



Mettie G. R. Zeineddine. RN, BSN, MHC Candidate of Master of Science in Psychiatric Mental Health





Mettie is a nurses / Mental Health clinician and is originally from Liberia She holds a bachelor’s, of science in nursing and certification in psychiatric mental health, and other unrelated fields. She has been working with the Bomi County Health Team, for the past twelve years, were she served in various capacities namely, Mental Health supervisor for the government hospital, Psychosocial Supervisor for the County, and the County mental Health Coordinator, a position that she currently serves. Mettie also served as Co-facilitator for the Carter Center post Basic Mental health training Programs and facilitator for the mental Health program at the Carter Center and the Ministry of Health Liberia. Currently, she is a student at the United Methodist University, perusing a master in psychiatric mental health. Her passion is to be a part of those that advocate and promote mental health awareness and education and solicit support for a wholistic health approach and community-based support for those living with mental illness and other vulnerable groups in Liberia and the sub- region.


Caroline Saye Willie, MNED, MPH, MHC





Mrs. Willie is a Nurse Educator, Liberian, and a professional nurse since 2010 with 10 years of experience as a mental health Clinician, and 5 years as an Addiction Professional and currently serves as Acting Dean of Health Sciences at the Smythe University College commonly known as Smythe Institute of Management & Technology. She obtained an AA (Associate) degree in nursing in 2009, in 2013, she obtained a Bachelor of Science Degree in Nursing and was certificated and licensed as a Mental Health Clinician (MHC) the same year (2013). Currently, she holds a master’s degree in public health (2018) as well as a master’s degree in nursing education (2023) respectively and has worked in several institutions including the World Health Organization as a Mental Health & Psychosocial Assistant, Medicine San Frontier (MSF) as staff Psychosocial Counselor, Aspen Medical as Mental Health Trainer, Ministry of Health as Technical Assistant to the Mental Health Unit and the Carter Center as faculty staff. Ansatue Yatta Siryon, PA, BBA, MHC





Ansatue Yatta Siryon is a Liberian dynamic and versatile professional with extensive experience spanning various sectors, including healthcare, mental health, and accounting. Currently pursuing a master’s degree in advanced Psychiatric Mental Health at the School of Graduate & Professional Studies, United Methodist University, Liberia, she is passionate about becoming a researcher. With over 19 years as a Physician Assistant, coupled with 9 years as a Mental Health Clinician and 5 years in accounting, she brings a wealth of expertise to any role. Her educational background includes a Bachelor of Science degree in Business Administration with a major in Accounting and a minor in Public Administration from the University of Liberia. Additionally, she holds a diploma in Physician Assistant from the Tubman National Institute of Medical Arts and has completed various certifications including Post Basic Mental Health Program, 5S Kaizen, Tuberculosis Case Management, Integrated Management of Neonatal and Childhood Illnesses, Advocacy and Stakeholder Strategic Training, WHO Ebola Training, and Covid-19 Case Management. She obtained her high school diploma from Carrier Refugee School, Gueckedou, Guinea. Ansatue Yatta Siryon has held various roles throughout her career, including serving as Financial Secretary at the Liberia National Physician Assistant Association, where she oversaw financial operations. She also demonstrated leadership and entrepreneurial skills as the Proprietress of Joy Medical Clinic in Banjor Lower Virginia. Additionally, she managed financial transactions and reporting as an Account Officer at Shiloh Outreach Ministries International. She is currently coordinating mental health activities as a Mental Health Coordinator at Montserrado County Health Team, Ministry of Health. Ansatue also provided mental health care to inmates and supervised staff as the Office in Charge/Mental Health Clinician at Monrovia Central Prison. Furthermore, she conducted medical assessments and treatments as a Screener/Physician Assistant at Redemption Hospital. Eric T. Weah, RN, MHC





Mr. Eric T. Weah, a Liberian national and a licensed Registered Nurse specializing in Mental Health. Currently, I am pursuing a master’s degree in advanced Psychiatric Mental Health at the United Methodist University. My educational background includes a Bachelor of Science degree in Nursing, complemented by certificates in Mental Health and Substance Use and Addiction Management. Additionally, I am a certified National Facilitator in Mental Health and Substance Use Intervention. With over seven years of experience in the field, I have served in various capacities, gaining expertise in Mental Health, Neurological, and Substance Use intervention. Outstandingly, for five years, I held the position of Mental Health and Psychosocial Support Coordinator for Grand Bassa County Health Team during the challenging periods of the EBOLA and COVID-19 crises. In this role, I managed emergency care responses and provided crucial support to individuals and communities affected by these outbreaks. Additionally, I have contributed to academia as a lecturer at Grand Bassa University, sharing my knowledge and experience with aspiring healthcare professionals. Currently, I hold the position of National Mental Health Research and Monitoring and Evaluation Coordinator at the Ministry of Health Liberia, Mental Health Unit. Where I am actively involved in advancing mental health policies and practices nationwide. Valerie P Zain Dinsea, BSN, RN, RNM





Valerie P Zain Dinsea is a Liberian, a register nurse for over 17 years, in clinical practice, leadership management, supervision and training. Register nurse midwife for over 11 years in education and training, maternal child and reproductive health, leadership and management, emergency preparedness water, sanitation, and hygiene experience. Valerie P Zain Dinsea holds a Bachelor of Science Degree in Nursing, Diploma in Nurse Midwifery, and a Register Nurse Midwife. She is currently pursuing a master’s degree in advanced Psychiatric Mental Health. She is a staff nurse at the Curren Lutheran Hospital and an Instructor at the Phebe Esther Bacon Collage of Health Sciences, Zorzor City, Lofa County. Her passion for service is based on her personal life story of been raised up by her single mother from childhood to adolescent and wants to use her past experiences as an inspiration to help others through training, health education, and caring for everyone.
